The State of Arkansas received $59,048,000 in grant funds from the U.S. Department of
Housing and Urban Development (HUD) for two Presidentially Declared Disasters in
Arkansas known as (DR-4698), which consisted of severe storms and tornadoes in
2023; and (DR-4788) for severe storms, straight-line winds, tornadoes, and flooding in 2024.
These funds will be administered by the Arkansas Development Finance
Authority (ADFA).
A virtual Public Hearing will be held, January 20, 2026, at 10:00 am via Zoom, to hear
comments considering Policies and Procedures for both the FEMA Non-Federal Match
and Local Preparedness Planning Programs. A draft of each program’s Policies and
Procedures will be posted on ADFA’s CDBG-DR website no later than January 14, 2024.

Additionally, a public comment period will extend for 10 days beginning at 8:00 am,
Wednesday, January 21, 2026, and will end 4:30 pm, Friday, January 30, 2026. Oral
comments may be taken during the Public Hearing, January 20, 2026, at 12:00 noon.
During the 10-day public comment period, written comments should be directed to

Lori.Brockway@Arkansas.gov. Likewise, the Public Hearing will have closed captions
for the hearing impaired and non-English speakers, who may request translation
through the Zoom application.
