Emergency Solutions Grant Program

The ESG program provides funding to:

  • Engage homeless individuals and families living on the street;
  • Improve the number and quality of emergency shelters for homeless individuals and families;
  • Help operate these shelters;
  • Provide essential services to shelter residents;
  • Rapidly re-house homeless individuals and families; and
  • Prevent families and individuals from becoming homeless.

  • Homeless Management Information System (HMIS)

Compliance with regulatory and programmatic requirements of the ESG sub-grant may be determined through remote and/or on-site monitoring and risk assessments by ADFA. Monitoring will be conducted annually at a minimum but may be conducted more frequently at the discretion of ADFA.

Monitoring will generally be conducted after advance notice and at a date and time convenient to both ADFA and subrecipients but may be conducted without notice and at any normal hour of business operation at the discretion of ADFA.

Other functions of the ADFA Programs Portal
  • Federal Housing Program Applications are submitted through the portal
  • Applicants have access to Housing Program Guides and Program Forms and Documents
  • Applicants can track the status of current applications and the historical history of previous submitted applications
  • Applicants have access to all applications submitted and their program documents. (Application Award or Denial Notice, Program Agreements, and other Legal Documents)
  • Project draw requests for reimbursement are processed thru the portal
